as both as legal for this GP ??

For purposes of constructed formats Lorwyn (with Morningtide) and Shadowmoor (with Eventide, once it is released) constitute one "uber-block".
For example, they will both rotate out of Standard in October 2009 and will both be legal in this year's Block Constructed season – so yes, you can play with cards from both mini blocks in Birmingham.
