yes it is going to be Shadowmoor Draft. There might be some mix and match when it comes down to the new mini-block philosophy.

So by PT LA/Hollywood, all formats should have Shadowmoor creeping around in the pools while T2 will have something to nag over with TS, Lorwyn, Shadowmoor Blocks and X.
